As long as they don't show Dennis Franz, I am ok with this. I don't think that show was still on. Personally, I wish there were more family friendly shows, but NYPD Blue was always targeted at adults, so I don't see why this is a big deal.
NYPD Blue ended 2 years ago and isn't on except for syndicated reruns; this is a penalty for something that happened 4 years ago. As far as I know these things don't have a statute of limitations (not that I really know if "statute of limitations" is even something that would apply here), but it seems pretty shady to be bringing this up so long after the fact.
Damages...hm...the phrase "excretory organs" brought to mind the sight of an active large intestine, which led to great emotional distress?
Not that there's anything wrong with working excretory organs, but a government official confusing NYPD Blue with CSI led to mental distress which was nigh incapacitating. I can't say "excrete" without giggling...I mean, crying.

IIRC, the difinition of obscenity is something that appeals to prurient interest, so I don't think DF's buttocks apply.
